The impact of Centrepoint’s intervention on employment rates among its clients have two separate impacts: 1) by increasing employment, and wages, it reduces the amount of welfare benefits drawn by its clients; and 2) the higher wages in turn lead to higher tax collection. Both these impacts are driven by the employment rates in the factual and the likely employment rate in the counterfactual.

Centrepoint Soho provides a range of services to homeless young people. This includes the provision of accommodation (emergency night shelters, foyers and flats) where the young people (or its ‘clients’) stay for up to two years, as well as educational, emotional and health support.

The overall approach has been implemented, to the extent possible, using data from public sources and data collected by Centrepoint on their clients. It was recognised at the start of this project that comprehensive information that would allow a full assessment of costs and benefits was unlikely to be available. The analysis includes sensitivity analysis wherever possible in order to test the reliability of data and/or any assumption made.
